A restaurant or inspection may occupy several rows because violation results are recorded separately. Summing rows is therefore not a count of unique restaurants, and the extract should not be described as the entire inspection history or a present-day safety certification.

No. Restaurants and inspections can repeat across result or violation rows.

Does the dataset certify which restaurants are safe today?

No. It is a bounded source snapshot, not an independent audit or current safety guarantee.
